Fuzzy-Set Ideal Type Analysis of Public Old-age Income Security System

Abstract
The purposes of the paper are to analyze optimal combination of MIP and main public pension in the context of social sustainability(benefit adequacy & financial sustainability) of public old-age income security system, then, to investigate current 1st pillar among 8 countries.
In order to develop the paper, I analyse public old-age income security system(minimum income protection & main public pension) with fuzzy-set ideal type analysis. As a result, Netherlands and Denmark are analysed as a regime having adequate and financial sustainable pension system. France and Austria are characterized as states having adequate but financially unsustainable pension system. And Germany, Sweden, and Belgium are analysed as a regime having inadequate but financially sustainable pension system. Finland is analysed as a regime having inadequate but financially unsustainable pension system. As a result of the analysis, public old-age income security systems of Netherlands and Denmark do appear to excel in adequacy and financial sustainability.
Implications for finding the optimal combination of the public old-age income security system(minimum income protection & main public pension) that can be obtained through this study are as follows. First, it is important to clearly distinguish roles or functions between public pension and minimum income protection. Second, when the main public pension is an income-related pension and there are few coverage issues, there is a tendency to strengthen the minimum pension in order to alleviate the problem of low or no pension caused by reforms in financial sustainability of public pension or labor market problems. Third, many countries analyzed in this study have over two minimum income protections.
